The message differs slightly between High Sierra and Mojave, with the High Sierra version telling you the developer needs to update the app to improve compatibility whereas Mojave saying bluntly that the app won’t work with future versions of macOS. If you’re running macOS 10.13.4 High Sierra or macOS 10.14 Mojave, you may have seen a dialog that says an app isn’t optimized for your Mac. ApMac, News Whether it makes a true difference or not, I haven't gone empirical on the issue, so I'm not certain.

I have found this to be a more stable method of engaging media encoder with my sequences. I will first open Media Encoder, then import the sequence from the project file using dynamic link. This may be an elementary step, but I have stopped all-together exporting from premiere. I'll report back if I find any long-term fixes. I have a couple of adobe guys here in SF that I reach out to every-so-often. I performed the quick-time component swap out on 3 machines, and it was only temporary for each of those. We have had some media encoder-related issues, not crashing as much as mis-encoding and failing. This issue, I have a feeling, is affecting several components in the system.
